Key findings, inspector's opinions and reasons for judgement made

The inspection assessed the implementation of arrangements for compliance to the Construction (Design and Management) Regulations 2015 (CDM 2015) as part final stages of the Building 337 Phase 1 demolition at the Springfields Fuels Ltd site. The inspection included a visit to the site where sort and segregation of demolition wastes were in hand.

ONR has previously undertaken a review of the Springfields Fuels Limited’s arrangements in September 2022 (ONR-SDFW-CR-22-422).

Several areas of regulatory advice to the licensee were noted. These included; concerns around allocating multiple roles to an individual which may introduce conflicts of interest in discharging CDM 2015, adequacy of the level of detail and clarity of Pre Construction Information, use of generic risk assessments and Springfields Fuels Limited’s oversight of contract risk assessments.

I am content that the areas highlighted for advice would not have led to formal enforcement. Noting that the demolition activities have come to an end, I consider that provision of regulatory advice is proportionate. I will seek as part of routine engagement with the licensee confirmation that the ONR regulatory advice has been appropriately considered prior to any future demolition activities.

Conclusion

The inspection assessed the arrangements for compliance to the Construction (Design and Management) Regulations 2015 (CDM 2015) as part final stages of the Building 337 Phase 1 demolition at the Springfields Fuels Ltd site. Noting that the demolition phase has all but come to an end, I have taken the decision provide feedback in terms of regulator advice and will seek assurances from SFL that of appropriate consideration of this regulatory advice has been taken for subsequent demolition projects. Several areas of regulatory advice arose from the inspection and I am content that these would not have led to formal enforcement and therefore the decision to provide regulatory advice is proportionate. In accordance with ONR inspection guidance I have given the inspection rating of GREEN - ‘No Formal Action’.

None of the findings in the inspection presented an immediate or direct risk to nuclear safety.
