Aim of inspection

In relation to management systems, the aim of this inspection is to obtain evidence to support the Office for Nuclear Regulation (ONR) Transport Competent Authority (TCA) granting Certificates of Approval (CoAs) for transport package designs GB/1648C/B(M) and GB/4126/B(M)

Key findings, inspector's opinions and reasons for judgement made

International Nuclear Services Ltd (trading as Nuclear Transport Solutions (NTS)) has requested that the Office for Nuclear Regulation (ONR) renew the package design certificate GB/1648C and provide a new package design approval GB/4126 for a new content in the GB/1648C design. ADR/RID 1.7.3 requires a management system to be established and implemented for all transport activities. Competent authority approval is contingent on the adequacy of the management system.

This inspection was undertaken in support of the permissioning strategy documented in permissioning record PR-02004 and PR-01213.

The inspector identified three areas of minor non-compliance and discussed these during the inspection and Level 4 regulatory issues have been raised to monitor actions placed on the dutyholder to address these shortfalls. The shortfalls were associated with change control procedures, interactions with interested parties and provision of resources.

An overall inspection rating of “Green” has been assigned noting that relevant good practice was generally met, with minor shortfalls identified, when compared with appropriate benchmarks.

The inspection findings were presented to the dutyholder at the close of the inspection.
