Aim of inspection

The aim of this compliance inspection was to obtain evidence of compliance with LC10 (training) and 12 (Duly authorised and other suitably qualified and experienced persons) at EDF Heysham B. This was targeted towards roles associated with EDFs emergency arrangements (LC11) and therefore also considered LC11(6).

Key findings, inspector's opinions and reasons for judgement made

The inspection sampled specific roles relating to enacting Emergency Arrangements: Emergency Preparedness Engineer, the Emergency Controller and Shift Manager, Health Physics emergency responder, and representatives from the station training department.

During the inspection, the role training profile (RTP) training requirements for the sampled staff were selected and sampled. The sample found that:

  • All staff were recorded as qualified and ‘in-ticket’ on MyLearningHub for the mandatory training requirements.
  • Staff were able to demonstrate that they covered learning from events and sharing OPEX through the yearly reporting on exercises.
  • Staff provided articulation of appropriate backgrounds, experience, and behaviours to be selected and placed in emergency scheme roles. However, the prerequisite experience and behavioural requirements was not demonstrable.
  • The knowledge, skills, and behaviours required to define the appropriate experience and competencies was not consistently apparent in the arrangements or implementation of the arrangements (e.g., mentor guides, role selection criteria, link to emergency planning strategies).
  • EDF were unable to demonstrate adequate ownership of the overall training and development programmes for staff in Emergency roles appropriately understand and manage the skills necessary to perform emergency roles.

This inspection identified shortfalls under LC11(6) which requires licensees to provide instruction and training to employees that might be involved or affected by arrangements in the operator’s emergency plan and ensure that all persons in his employ who have duties in connection with such arrangements are properly instructed in the performance of the same.

Following the inspection at site, ONR held a discussion under LC11(6), with a representative from the Corporate centre on the inspection findings, and gathered insights from the Corporate centre on the governance of LC11(6) and management of the implementation of the arrangements. This discussion identified the need for follow up action at the corporate centre in addition to the HYB site.

In our judgement, the shortfalls identified were not significant enough for it to be proportionate to affect the inspection rating. EDF has accepted actions under regulatory issues to bring about improvement. Therefore, an overall rating of GREEN for LC 10,11, and 12 is appropriate. Level 4 regulatory issues have been raised associated with LC11(6), to track follow up actions at HYB and the corporate centre.

Conclusion

The overall rating is GREEN for LC 10,11, and 12, with one Level 4 RI for HYB (LC11(6)), one raised with the Corporate centre (LC11(6)), and an associated existing L3 RI (RI – 12305).
