Aim of inspection
The aim of this intervention is to seek assurance that Spent Fuel Services is compliant with the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER 98).

Key findings, inspector's opinions and reasons for judgement made
I, the Site Inspector for the Spent Fuel Services Operating Unit at the Sellafield Site in Cumbria, supported by Mechanical Engineering and Nuclear Site Health and Safety Inspectors, undertook a Lifting Operations and Lifting Equipment Regulations 1998 inspection at the Spent Fuel Services' facilities. The inspection focussed on Regulation 8 (Organisation of Lifting Operations) and Regulation 9 (Thorough Examination and Inspection). The inspection comprised a review of lifting plans, training records, examination schemes, the maintenance system, interviews with relevant personnel and a plant walkdown of the Fuel Handling Plant, where a planned lift was observed. Notwithstanding some minor shortfalls where regulatory advice was provided, I found Spent Fuel Services to be compliant with the expectations of the regulations inspected and thus merit a Green rating.
Conclusion
Overall, I found SFS to be compliant with the requirements of LOLER Regulations 8 and 9 and the Approved Code of Practice (L113). Several minor shortfalls were identified and regulatory advice was given. I have rated this inspection as Green.
