Key findings, inspector's opinions and reasons for judgement made

This inspection at Cyclife UK, material balance area (MBA) QCYC was an accountancy inspection of the operator’s arrangements and their implementation for compliance with the Nuclear Safeguards (EU Exit) Regulations 2019 (NSR19). It was planned due to regulatory intelligence detailed in the Safeguards operational schedule for 2023/2024. As part of the inspection, I reviewed documentary evidence, spoke to the operator and conducted a plant walkdown to gain assurance of the adequacy of the Cyclife UK system for nuclear material accountancy and control.   On the basis of the evidence I sampled, I judge that Cyclife UK is compliant with NSR19 regulations 3, 6, 9, 10, 11, and 15 and rated the inspection Green in line with ONR guidance.

Conclusion

Based on the document sample inspected, I judge that Cyclife UK are implementing their arrangements for accountancy and control of QNM in-line with regulatory expectations and are compliant with the NSR19 regulations 3, 6, 9, 10, 11 and 15 and meet ONMACS FSEs 7, 8 and 9.

Furthermore, due to the additional information provided and demonstrated, I judge Cyclife UK are implementing their arrangements for accountancy and control of QNM in line with ONMACS FSE 4 and FSE 10.

I did not identify any significant or minor shortfalls in compliance against NSR19 during this intervention.
